The Federation Cruiser is equiped with the Flak Artillery weapon which is unique to the Federation Cruiser and is deadly at higher levels. With Layout C you have less Reactor Power (7) but has 4 crew members again: 2 Zoltans, a human and a Mantis. Reach sector 8 with layout B of the Federation Cruiser. To Unlock The Federation Cruiser Layout C: You also get a Slug and a Zoltan as two of your three crew members. There are also 2 slots in the medical bay. Layout B starts you with the Artillary Beam at rank 2 which is nice along with dual lasers.
